"S" was the head of the Universal Secret Service. By 2065, he also had a seat on the World Security Council.

In the early days of the USS, S approached Brent Cleever to ask him to join the organisation after observing the part he played in breaking up the Organisation For Liquidation, Extermination, Terrorism and Arson. (PROSE: This is 2065)

In December 2046, S showed Cleever (now known as Agent Twenty One) footage of Senior Special Agent 24's failed attempt to kill the Director of Great Britain, as well as his subsequent arrest. Telling him that the Directorship would have to be overthrown if Great Britain was to join the World Government, S gave Twenty One the mission to do just that. (COMIC: Down With The Director)
