Is there any reason to assume that the [[High Council]] administrations seen in ''[[The End of Time (TV story)|The End of Time]]'' and ''[[Engines of War (novel)|Engines of War]]'' are the same? [[Rassilon]]'s Council seen in the ''[[Gallifrey: Time War]]'' stories certainly aren't the same as TEoT. Additionally, I don't see any mention of other identifiable characters on the EoW page such as the [[Chancellor (The End of Time)|Chancellor]], [[the Visionary]] or [[the Partisan]] that would indicate this. The End of Time / Hell Bent speculation?[[edit source]]
Is there any reason to assume that the High Council administrations seen in The End of Time and Engines of War are the same? Rassilon's Council seen in the Gallifrey: Time War stories certainly aren't the same as TEoT. Additionally, I don't see any mention of other identifiable characters on the EoW page such as the Chancellor, the Visionary or the Partisan that would indicate this.
