Neville Chamberlain[[edit source]]
Only at the start of the book, but the way I read it, surely this individual is Neville Chamberlain. The scene on pages 70-71 is set sometime in the 20th century and Chamberlain was Prime Minister of the United Kingdom 28 May 1937 – 10 May 1940. We have no reference to a Mr Chamberlain working for Torchwood in any other story. Agnes (as Torchwood assessor) was specifically chosen to monitor Torchwood by Queen Victoria, and outranks even Jack Harkness by the early 21st century; this makes it highly unlikely that a Torchwood operative (Mr Chamberlain) would outrank Agnes.
The relevant exchange, set in the Torchwood training camp in the 20th century, is below.
Agnes: Let me see if I understand you correctly Professor Jenkins. This Torchwood training camp is almost entirely composed of plastic mannequins?
Jenkins: Er, yes... And these experiments have the approval of Mr Chamberlain.
