Victor Camford (PROSE: The Mind of Evil) was the prison governor in charge of Stangmoor Prison.

Although he initially believed that he could call Mailer's bluff when the inmate staged a riot, this soon proved not to be the case. He was acquainted with Professor "Emil Keller" from his machine, which had recently been used at his prison. He attempted to sound the alarm when Professor "Emil Keller" and Mailer used gas bombs to attack the guards outside the cell in which Mailer was being held.
