"Galkor" was a compacted phrase in the Dalek language, which meant "Follow me, I am your guide".
Like any other sentence in the Dalek tongue, it became insulting if prefaced with the letter J: "J'Galkor" would instead mean "Follow me, weakling, I am your guide." (NOTVALID: The Dalek Dictionary)
