Nathan Later was an associate of Gloria Swannicker. He helped her in one of her jobs which she needed help for from the Seventh Doctor. He paid the bail on Ace and told her he was an undercover policeman. He later arrested Gloria. He was caught in Ace's explosion which destroyed his right hand.
