- That would be because it's ambiguous in the sources themselves. The Faction only occupy the shadow-London of the Eleven-Day Empire, but it's made clear in The Eleven Day Empire/The Shadow Play that there are vast swathes of unexplored space beyond the borders of the Empire's version of London, where things even the Faction doesn't fully understand may lurk.
