The Were Lords were a species of lycanthropic soldiers with the ability to regenerate created by the Time Lords of Gallifrey to fight as soldiers in the Vampire Wars.

Lycaon was the first Were Lord. When the species deserted the war, they settled in Greece on Earth in 1500 BC and lived among humanity for thousands of years, becoming myths and legends that were worshipped by the early peoples of Earth.
