K-Toscs was a young agent of the Division (referred to as a "child" by Swarm).

Shortly after going through "psych-resistance training", she was assigned alongside experienced agent En Sentac to check the containment of Swarm in the containment chamber at the "remnants of the Burnished Rage battleground". She looked on helplessly as the containment measures failed and Swarm consumed En Sentac. After freeing himself, the regenerated Swarm told K-Toscs that "her time was over" and caused her to combust into ash with a simple brush of his hand. (TV; The Halloween Apocalypse)

Behind the scenes

It is likely that K-Toscs is intended to be a Time Lord much like En Sentac. However, this is not made explicit, and given that The Halloween Apocalypse also establishes that the Division had non-Gallifreyan agents, it cannot be stated for certain.
