Yes, it's the novelisation — which confirms "First Time Lord", "Second Time Lord" and "Third Time Lord", used in the credits of The War Games, as actual titles within Gallifreyan hierarchy, and uses "the Second Time Lord" to refer to the Time Lord credited as "Time Lord 2" in Colony in Space.
