Millington was chair of the UNIT Oversight Committee. He enjoyed decades working in public service but was forced to retire as chair in 1987, saying that he would have remained in the position until his death otherwise.
Whilst he was aware that many people disliked Prentis, Millington claimed to find him "reasonably personable" but noted his frequent and lengthy absences. The two had dinner together before Millington had chosen his successor and, when Prentis said that he would like to be considered, he told him that he would be chair over his dead body.
