Article 28/12 was an article of Gallifreyan law under which the High Council could invoke a vote of no confidence in the President. The third clause read;

Upon a vote of no confidence being levelled against a President, that President in his or her current regeneration shall be obliged to stand down from office and legislative power shall pass temporarily to the incumbent of the Vice Presidency, to the incumbent of the Chancellorship or jointly to the members of the High Council in that hierarchical order: whichever is deemed appropriate until an election is called.Clause 3 of Article 28/12

Under this clause, President Romana hoped to remain in office by regenerating following the High Council's vote. (AUDIO: Appropriation)
