Valyes was a member of the Chancellery Guard on an alternative Gallifrey. He was made a slave to replace the ones he had killed when recapturing. He helped in Leela's emancipation of the slaves. (AUDIO: Forever) During the talks with the mining guild, he was an envoy for the outsiders - the group of the freed slaves. He wanted to rejoin the regenerator society and made an agreement with Allora to assassinate Leela and Romana II but he was discovered and exiled without rejoining the outsiders.
