Perinne was the chief medical officer of City Twelve, the twelfth human city built on the planet Gehanna. Perinne bought a Weeping Angel in order to discover how it could quantum lock, in the hopes of being able to re-create and use this ability to advance his city. Perinne tortured the Angel as part of his research, causing the Weeping Angels to take revenge on the planet. (PROSE: Grey Matter)
