Father Locke was an automaton in the service of the Eleven, tasked with using neuro-linguistic programming to control the workers on Phaiton. When the time came to destroy the Sun, the Eleven inserted the Regeneration Codex into his mouth to activate the manipulator. (AUDIO: The Satanic Mill)
