Heletia was a planet outside of the Galactic Federation that was colonised by a group of actors who wanted to stage the greatest drama of the universe. Arbela was a city on the planet. The colonists later became an empire and expanded into the Rippearean Cluster, which was also outside the influence of the Federation. Heletia was protected from attacks by a minefield containing "kill-sats" in the Alterberg Gap. (PROSE: Theatre of War)
