The "starlit ring" of Plastrodus 14 was a planet whose civilisation were driven utterly mad by the Time Lords. The Sixth Doctor cited the world, along with Minyos and Klist, as examples of the Time Lords trying to be gods before their non-interference policy. (PROSE: The Quantum Archangel)
