Windsor (PROSE: The Mutation of Time) was the Detective-Inspector in charge of the Criminal Investigation Department at the Liverpool police station where the First Doctor landed his TARDIS on Christmas Day, 1965. When the Doctor exited the TARDIS, a policeman arrested him and brought him inside the station, whereupon the station sergeant sent him back to CID to meet with the Detective Inspector.

In the novelisation, he is given the name Windsor. This is in reference to Frank Windsor, who played a detective inspector in the series Z-Cars. During the original production of The Daleks' Master Plan, a crossover with the cast and setting of Z-Cars had been intended for the police station scenes, until the idea was rejected by Z-Cars producer David Rose.
