John Vallan was the President of the city-state Stronghaven on the planet Draxine. As a vice president, he became a president after President Karnex was assassinated. He wanted to spend funds on scientific interest rather than security, which he had to do when an army of skeletons attacked Stronghaven. After threats by what he thought was President Valek Harmon of Garrak, he reduced the amount of security and because of that action he was deposed by Meera Darone, his secret lover.
