Professor Joseph "Joe" Wagg was a scientist employed at the Institute for Technological Advancement and Research in San Francisco. He was "about sixty" in 1999. (PROSE: The Novel of the Film)
He designed an atomic clock for the countdown to the year 2000 and the new millennium.
