Lippizzaner, or "Lips", was an equine gangster also known as "the Boss" to his Horsegoon henchmen on Sunset Strip. He tried to double-cross Don Corpulone after capturing the Tenth Doctor, whom he thought he could exchange for the one billion credit reward on his head after securing delivery of a consignment of exoskeleton strongarms.
