Harlow was the personal assistant of Space-General Sir Robert Simmons. When Simmons was murdered, prior to signing a peace treaty ending the war between humans and Omwanar, Harlow was at a loss until the First Doctor suggested that Steven Taylor masquerade as Simmons and sign the treaty.
