Paul Shelley (born 15 May 1942[1]) played the Minister of Persuasion in the Doctor Who television story Four to Doomsday and voiced a number of characters for Big Finish Productions' audio adventures.

He was also considered for the roles of Eirak in Terminus (TCH 37) and Merdeen in The Mysterious Planet. (TCH 42)

He shared his memories of Four to Doomsday on the 38th edition of Big Finish's charitable podcast series Toby Hadoke's Who's Round.
