Cabal was the head of a secret council on Earth in the 33rd century who sought to bring back the Koth-Kulaar from its exile in a dimension warp so it could bring havoc and destruction to the planet. When Koth-Kulaar was released using a dimension warp concealed in the chest of Agent 99, its first victim was Cabal, who had so faithfully served him. (COMIC: Agent 99)
