Safety Officer Colin Hay worked at Dellah Spaceport. When he realised that his job would be at risk if he did not choose a religion, he joined the sect of FoJa.

The Pronouncements of FoJal initially meant nothing to Hay, but he was visited by FoJa in the night and came to believe, taking a knife to work to sacrifice somebody. He ignored Emile Mars-Smith's warning that the spaceport was going to be bombed as three other people had made similar claims to try to keep the non-religious from leaving Dellah.
