Charmagne Peters was an investigative journalist and a descendant of the Ragman.
She was inspired to start her career after seeing the horrors inflicted on children in Romania. Charmagne fell under the influence of her ancestor, but the Third Doctor made her see it for what it really was. She tried to kill it, but accidentally killed Sin Yen instead. She was freed after the Ragman was imprisoned again by Kane Sawyer. (PROSE: Rags)
