The homeless person would then be visited by a drone which would give them the choice between experimental drugs and death by flamethrower. A failure to choose would result in death. Being tagged meant that one could not access hospitals nor visit certain "zero tolerance" zones. If a tagged person were to do so, they would be told to leave by a drone.
