Full permission? If I remember correctly that really isn't the case. A quick search on google found:

It was at the insistence of Steve Martin that Daleks be used in that scene. This was the cause of a minor legal issue as the Daleks are owned by the estate of Terry Nation and are not in the public domain as was assumed."

"Nation's agent, Tim Hancock, argued that the BBC were deviating too greatly from Nation's concept of the Daleks, and also complained that the BBC had been permitting the use of the Daleks in various productions -- including a cameo appearance in the 2003 feature film Looney Tunes: Back In Action -- without his consent."

EDIT: Whoops, I took too long and ended up just repeating someone else. It should be noted that the current wikipedia page for the movie does not contain any information about Daleks, instead OttselSpy's quote comes from the Dr Who Collectors wiki, who copied it from wikipedia sometime long ago.
