The Green Cross Code was a campaign for pedestrian road safety.
The Eighth Doctor quipped that a Kusk who had stepped into the path of and subsequently collided with his Volkswagen Beetle had "clearly never heard of SPLINK!" (PROSE: Longest Day)
When Iris Wildthyme and the Third Doctor were honked at when they ran across a road, Iris remarked they they had forgotten the Green Cross Code. The Doctor was unware for what that meant. (PROSE: Verdigris)
When Noah Holland warned the Twelfth Doctor not to run into the road, the Doctor remembered "SPLINK and all that". When Noah was confused, the Doctor admitted he didn't understand it either. The Doctor also said they should bring back the Green Cross Code Man. (PROSE: The Shining Man)
Behind the scenes
In 1976, Jon Pertwee appeared in a public information film for the Green Cross Code that introduced the mnemonic SPLINK:
- First find a Safe place to cross, then stop
- Stand on the Pavement near the kerb
- Look all round for traffic and listen
- If traffic is coming, let it pass
- When there is No traffic near, walk straight across the road
- Keep looking and listening for traffic while you cross
