The SPUDS Officer was an individual who lead the Special Positron Undercover Death Squad, specifically SPUD Squad 352, charged with hunting down and destroying anything and anyone who posed a threat to the stability of the universe.
He found the Doctor guilty of possessing an unstable entity aboard her TARDIS and told her to hand it over. When she refused, he and his squad tried hunting down the vehicle to destroy it. (GAME: The Runaway)
