Room 13, (AUDIO: Parasite) also known as Team 13, (AUDIO: Madam, I'm) was a small division of Torchwood One, located in Soho, where the intellectual elite supervised operations, manipulated events and organised cover-ups. They were to keep out of harm's way, not getting their hands dirty.
In the 1950s, Reginald Rigsby put Lizbeth Hayhoe in charge of it and, after the Vicar's death, had Norton Folgate sent there. Norton Folgate regarded the assignment as remarkably boring, and viewed it as a punishment. He did his best to entertain himself by investigating Project Hermod, and eventually, his dissatisfaction with the job led him to meet Gideon Lyme. (AUDIO: Parasite)
