Captain Scott Thrower was a rogue Time Agent who sought to be rejuvenated.
The Eleventh Doctor tampered with the energy such that he became a mere boy. Wanting to escape a life sentence by the Shadow Proclamation, he escaped using a damaged vortex manipulator. Thrower was made unable to speak and transported to Holly Tree Lodge in 1965, from where he was subsequently taken to the 456 by Jack Harkness, as one of the twelve children being donated as a "gift".
