Ronald Biggs was a fugitive from the law. The Tenth Doctor likened the Plasmavore's escaping to Earth to Biggs' escape to Rio de Janeiro, as the Judoon did not have any jurisdiction over the Earth. (TV: Smith and Jones)

Smith and Jones does not explain for what reason Biggs fled his country. In the real world, he was responsible for the Great Train Robbery of 1963 and fled to Rio at a time when Brazil had no extradition treaty with the UK.
