Fouché was a politician in France during the French Revolution of the 1790s. In 1794, when discussing what would happen after Maximilien Robespierre's downfall with Barbara Wright, Jules Renan speculated that Tallien would advance upwards. Barbara suggested in response that Fouché would also gain power in the wake of Robespierre's fall. When Renan asked her who she thought would eventually rule France, she said the thought none of the men they had mentioned would, and suggested Renan remember Napoléon Bonaparte's name. Behind the scenes
Although little is known of Fouché's life in the Doctor Who universe, Barbara's status as a highly knowledgeable teacher of history from the future suggests that Fouché did indeed gain power after Robespierre's death.
