Rinberg was Controller of International Space Command at the time the Telosian Cybermen attacked the Moonbase.

During the crisis, Rinberg spoke to the personnel on the Moonbase, telling them of the potential disasters that would occur if they couldn't get the Gravitron working again. When Hobson wanted to shut it down, Rinberg wouldn't let him.
He made a little speech about how serious things were and how much work went into the Moonbase. Hobson sarcastically observed that Rinberg would probably get a knighthood from the crisis. (TV: The Moonbase)
