Joseph Fouché

Joseph Fouché was a politician in France during the French Revolution of the 1790s, he had red hair and pale skin. He had a large network of spies. He tried to have the Second Doctor and Serena arrested, suspecting they were English spies. However, Talleyrand was able to stop the arrest. (PROSE: World Game)
