Senior Tahl was a Time Lord entrusted to keep Gallifreyan children safe in a munitions factory inside the Mountain of Serenity during the First Segment of the Last Great Time War. He told the children stories of the Doctor's exploits to raise their morale. One day Tahl met the War Doctor, and deduced that he was the legend he spoke of in his stories.
