Problem of the Painted Planet was a short story published in Doctor Who Annual 1977. It featured the Fourth Doctor.

The Doctor visits Jimorris, where he finds the inhabitants in a land dispute, as they are trying to paint the surface of the planet. He resolves the dispute by dividing the territory into four equal parts.
