Operation Orthrus was a scheme by Drake to incriminate K9 and provide a pretext to apply for a warrant for his arrest.
History
After failing to curry favour with the public by staging a terrorist attack thanks to Starkey and K9, Drake attempted to get a hold of K9 to benefit from his technology by allying himself with Ahab. Aftermath
Upon learning of the existence of Operation Orthrus and finding that it was beyond her security clearance, June investigated and convened a special meeting of the Public Safety Council where it was found that Drake had bypassed all the required approvals.
