Cleon was the leader of Athens in 421 BC. He wanted to know why the Seventh Doctor, Ace and Hex were in the city. He was being haunted by something. He wanted alien weapons to defeat Sparta, and tortured Tyrgius for them. He thought Ace was a bit stupid trying to give rights to women, and thought she would go far a given votes to chicken. He later charged Aristophanes with treason. He later went with Hex to see the masses of the populace of infirm dancing and partying to Dionysius. He stole the mask and planned to use it to stop the Spartans. (AUDIO: Mask of Tragedy)
