Jelen was an ally of Rassilon during the war with the Great Vampire. When Thremix's virus was released, it killed almost all of her family. She blamed Rassilon for their murders and joined a group dedicated to bringing back the High Council as the ruling body of Gallifrey.
Jelen later joined a group of radicals that tried to oust Rassilon, after Thremix's regeneration virus killed almost all her family.
