The Editor was the judge of Light City and an employee of the Ministry of Tourism. He did not believe that a prole could have independent thought and loved watching films about proles reminding themselves of their own happiness.

He knew of one of the Conscience's plans to incite revolution using the Eighth Doctor's memory and asked the Sub-editor to arrest and edit the memories of the nurse that said Conscience knew. He also had the DJ revised, after which he was arrested for his murder on the order of the Certification Board Members. He confessed that he wanted to remember things that he should not.

After opening the Spinning Top, the Editor believed that he was the Doctor. He wanted to be revised by the New Editor to love again. (AUDIO: The Natural History of Fear)
