Tonga was the spokesman for a group of fair-haired people on an unnamed planet. They witnessed the TARDIS arriving on their world and came to serve the Second Doctor, whom they believed to be a master and his companions Polly Wright and Ben Jackson his slaves. He told them about his world while taking them to the leader of the black-haired people. He later told them about the tests of Trefus.
