Celia, or "Twickers" (a conflation of "Old Tweed Knickers") as she was known, was the secretary for Brendon Public School in the 1990s.

Celia became concerned about the Brigadier's health when he slept continuously for three days.

Later, when the Brigadier was nearly run down by a black Porsche with dark-tinted windows, Celia used her trusty cream Triumph Herald to drive the Porsche off the road straight into a tree.
