In a parallel world, the Emergency Government of the United Kingdom came into power following a replica of the Titanic hitting and destroying London in 2008.
After Donna Noble and her family moved to Leeds as refugees, Donna assured her mother Sylvia that the Emergency Government would sort them out. When Sylvia asked what would happen if they didn't, Donna said, "Then we'll complain.”
As time went on, the Emergency Government adopted far-right anti-foreigner policies, and intended to force all foreign nationals out of the United Kingdom. However, since access to other countries was closed off, they instead rounded up all foreign nationals — such as the Italian Rocco Colasanto and his family — and sent them to "labour camps".
