After a replica of the Titanic crashed landed into the city of London on 25 December 2008, government ministers holding senior cabinet positions were killed instantly - including the Prime Minister, Gordon Brown. The Royal Family however, were evacuated to Canada following their annual Christmas retreat to Sandringham House in Norfolk. With seven million people in Southern England left homeless, an emergency government was set up headed by Douglas Chaplin, the First Minister of Scotland. The UK Parliament was thereafter relocated to the Parliament Building at Holyrood, Scotland. The difficulties of managing the the Southern England Radiation problem became worse when the French Government decided to close it's borders to all British Refugees. This decision was backed by the European Union during a vote held in Munich early in 2009. The newly formed government failed to meet its three month targets and was quickly overthrown in a coup d'etat headed by Arthur Lowe. The country was officially placed under Martial Law on 1st May 2009.

In a parallel world, the Emergency Government of the United Kingdom came into power following a replica of the Titanic hitting and destroying London in 2008.

After Donna Noble and her family moved to Leeds as refugees, Donna assured her mother Sylvia that the Emergency Government would sort them out. When Sylvia asked what would happen if they didn't, Donna said, "Then we'll complain.”
