The Vaults were a series of tunnels beneath the Capitol. The Vaults were abandoned areas of the old Capitol, they contained access to the power couplings for the Eastern Capitol, at least one fluctuating access point to the Matrix, a water station and a number of unused lighting and heating ducts. The Time Lords knew it to be dangerous and rarely visited. Legends said the dying scream of Imperiatrix Pandora could be heard screaming eternally for revenge.
