Walker was sent to the Royal Navy base HMS Seaspite on Fortress Island to deal with the Sea Devils. He ordered Captain John Hart to launch an attack on their base, just as the Third Doctor was trying to negotiate peace with them. Upon confronting Walker, the Doctor angrily stated that the Parliamentary Secretary had not resolved the situation, but instead made it worse, by enraging the Sea Devils and thus provoke further attacks from the reptiles, that could have led to a new World War.
