In one of the psychoscapes based on various eras of Dalek history which existed within the Dalek Dome, was a Dalek Empire ruled by a Dalek Emperor that functioned as a Simulacrum avatar for a Dalek mutant being held at the Dalek Dome.

When Specimen Nine Lambda's Simulacrum avatar attempted to drain the other simulations so it could escape into reality, the Fourteenth Doctor and the Simulacrum avatar of Specimen Eight Delta allied with the Dalek leaders from the other simulations, including the Dalek Emperor, to form a Dalek Alliance and prevent the destruction of the simulations.
