"The Boss" was an individual whom the Meep claimed to work for.
After the Fourteenth Doctor, Donna Noble and Rose Noble prevented the Meep from fleeing Earth and destroying London, the Meep taunted the Doctor, telling him "the Boss" would find his status as a two-hearted creature interesting, as the Meep was taken away by the Wrarth Warriors to be imprisoned.
